  • TR-8 Vestibule Inspection

A vestibule is an enclosed entry buffer zone — typically a small anteroom or airlock between an exterior door and the interior of a building — designed to prevent conditioned air from escaping every time the building entrance is used. Under New York City's Energy Conservation Code, vestibules are a mandatory energy conservation measure for certain building types, and their proper installation and operation must be verified during a TR-8 progress inspection.

What the NYC Energy Code Requires

Under 1RCNY §IA2 (Class 1 buildings — 1- and 2-family homes and townhouses) and 1RCNY §IIA2 (Class 2 buildings — multifamily residential three stories and above), vestibules must be visually inspected for proper operation. This means the inspector confirms that the vestibule functions as intended: both doors do not open simultaneously, the space is fully enclosed, and conditioned air cannot bypass directly from interior to exterior in a single door-open event.

    Which Buildings Are Affected

    Vestibule requirements typically apply to:

    • New multifamily residential buildings with heated lobby entries
    • Mixed-use buildings with ground-floor commercial space
    • High-occupancy buildings where frequent entry and exit creates significant infiltration load

    What EZTR1 Inspects

EZTR1's certified special inspectors verify the following during a TR-8 vestibule inspection:

    • Door gap and self-closing mechanisms — both inner and outer doors must self-close and latch properly, with no excessive gaps at the door sweep, jamb, or threshold
    • Air lock integrity — the vestibule must be fully enclosed on all sides, with no open passages that bypass the airlock function
    • Heating provisions — where required by the approved construction documents, the inspector confirms that heating elements within the vestibule are present and operational per the energy compliance filing

All findings are documented in the TR-8 inspection report and filed directly with the NYC Department of Buildings.
