Where the air handler and/or some ductwork is in unconditioned space, duct-leakage testing shall be performed either after rough-in or post-construction to ensure compliance with ECC 403.2.2. Not less than 20% of such ductwork shall be tested.

For duct systems designed to operate at static pressures in excess of 3 inches w.g. (746 Pa), representative sections, as determined by the progress inspector, totaling at least 25% of the duct area, per ECC 503.2.7.1.3, shall be tested to verify that actual air leakage is below allowable amounts.

Duct leakage testing uses a calibrated pressurization fan — commonly called a duct blaster — to pressurize the supply or return duct system to a standard test pressure while all registers are sealed. The measured air flow required to maintain that pressure represents the leakage rate of the duct system. A high leakage rate means conditioned air is escaping into unconditioned spaces such as wall cavities, attic chases, or mechanical rooms, directly wasting energy and degrading system performance.
NYC Class 1 vs. Class 2 requirements:
- Class 1 (1RCNY IB6): Applies when the air handler or any portion of the ductwork is located in unconditioned space. Testing may be performed at rough-in (before insulation is installed) or post-construction. A minimum of 20% of affected ductwork must be tested per ECC Section 403.2.2.
- Class 2 (1RCNY IIB6): Applies to duct systems operating at static pressures exceeding 3 inches w.g. (746 Pa). A progress inspector selects representative sections totaling at least 25% of the duct area for testing per ECC Section 503.2.7.1.3.
