Not less than 20% of installed automatic or gravity dampers, and a minimum of one of each type, shall be visually inspected and physically tested for proper operation.

Dampers for stair and elevator shaft vents and other outdoor air intakes and exhaust openings integral to the building envelope shall be visually inspected to verify that such dampers, except where permitted to be gravity dampers, comply with approved construction drawings.
Manufacturer’s literature shall be reviewed to verify that the product has been tested and found to meet the standard.

A damper is considered integral to the building envelope when it is physically installed within an exterior wall, roof assembly, or floor/ceiling assembly at the point where an HVAC duct, shaft, or ventilation opening penetrates the building's thermal and air boundary. These are not interior zone dampers — they are the last line of defense between the conditioned interior of the building and the outdoor environment.
In NYC construction, this category includes:
- Outdoor air intake dampers — installed where fresh air enters the mechanical system through an exterior wall penetration
- Exhaust air dampers — at the termination point of kitchen, bathroom, or dryer exhaust systems through the building envelope
- Stair and elevator shaft vent dampers — at the top or exterior wall penetrations of shaft enclosures, required to limit stack-effect air movement
- Relief air dampers — at exterior wall openings where pressurized supply air is exhausted to maintain building pressure balance
Under 1RCNY §IIB2 (Class 2 buildings), these dampers must comply with approved construction drawings and be supported by manufacturer's literature confirming the product has been independently tested to meet the required standard — a higher bar than simple visual inspection.
