The BC 109.3.3 frame inspection is a required progress inspection under the NYC Building Code that must be completed before any framing is concealed by insulation, sheathing, drywall, or other finish materials. It is distinct from Chapter 17 special inspections — which cover structural steel connections, high-strength bolts, and engineered systems — and applies primarily to wood-frame and light-gauge metal stud construction in 1-, 2-, and 3-family homes, townhouses, and low-rise residential buildings across New York City.
What the inspector verifies:
- Structural member compliance — floor joists, rafters, studs, headers, and bearing walls match the species, size, spacing, and span specified in the approved construction documents
- Connection details — joist hangers, hurricane ties, hold-downs, and shear wall nailing patterns are installed per the approved drawings
- Fireblocking — continuous fireblocking is in place at all required locations per NYC BC Section 718, including between floors, at top and bottom plates, and around openings in stud cavities
- Draftstopping — where required in large attic or crawl-space areas, draftstop partitions are correctly positioned
